MINUTES OF PREVIOUS MEETINGS

A motion was duly made by Larry Allen and seconded by Maurice Nahum to approve the minutes of the previous meeting of 3/18/09 as written. Motion carried.

COMMITTEE REPORTS:

A. Maintenance … Karen Wiley

  • Punch List Items – A new list of items was given to US Lawns and reviewed. All the items from last month's list have been done. The end of next month we may need to add more Lantana by the entry.
  • Water Bills – Our water use has decreased over the past year. It doesn't appear we have any leaks in our irrigation system.
  • Replace Leaking Valve ($175) – The valve on the slope between Marbella and the Villas was leaking and was repaired earlier this month.
  • Back Flow Testing – Ahlee Backflow has completed the annual testing work.
  • Weather Station Clocks (Rebate Offer) – We are following up to see if this grant money is still available for these clocks.
  • Water Pressure at Irrigation Valves – Larry Allen reported that we still have the work order in with the City to have them check the water pressure at our meters.
  • Status of Entry Lighting – Jim Coote reported that there may be one light out at this time. This will be replaced. Will be changing the time clock as the days gets longer.

B. Communications/Newsletter –The next newsletter will go out this month, along with the audit. We will include an article about our pursuing another bench for greenbelt.

C. Long Range Planning Committee

· Relandscape Plan for Greenbelt – On 3/25/09 most of the Board members visited the County Water Authority water conservation garden to review the plantings. Discussion on the use of decomposed granite in these planter areas. Concern over keeping it clean and from blowing away.

CORRESPONDENCE

A. A letter dated 3/20/09 was sent to Kenneth Dillard (18032 Via Rota) in reply to his letter regarding the construction of the home at 18034 Via Tarifa. He was reminded that the Oaks North Community Center ARC has the final authority on what is built on that lot, per our CC&R’s.

Correspondence (continued)

B. A letter dated 3/20/09 was sent to Mr. and Mrs. Robert Sveska (owners of 12965 Camino Ramillette) regarding a commercial vehicle that their tenants are parking in the driveway. They were asked to remove the vehicle.

C. A letter dated 3/26/09 was received from a former owner, Irving Tessel, inquiring about the rental restrictions in the updated CC&R’s. A reply letter dated 3/31/09 was sent providing the section of the CC&R’s that deal with the leasing of units.

FINANCIAL REPORT … Maurice Nahum

A. Financial Statement - The statement ending 3/31/09 was reviewed and approved. We are about $9433 under budget year-to-date.

B. Delinquent Accounts – There are currently no delinquent accounts.

UNFINISHED BUSINESS

A. Oaks North Community Center Architectural Review Committee (ONCC-ARC) – Karen Wiley reported that a few items have been approved since the last meeting (satellite dish, moving a dryer vent, etc.). Have one request for relandscaping a yard that includes adding several Queen Palms and a fire pit. Discussion. We have no grounds to recommend that the request be denied.

B. Rebuilding of Home on Via Tarifa – On 3/26/09 members of our Board met with members of the ONCC Board and the Chair of the ARC and reviewed the location of the home in its current location as compared to the original location. Discussion. No further action will be taken at this time on this matter. The builder has advised that the house will be completed by the end of May.

C. Street Cracks - Maurice Nahum has emailed the City again about this matter.

D. Benches for Greenbelt – Jim Coote reported that he continues to look into options for the purchase and installation of one bench. This would be paid for by donations by owners. Discussion. He is looking at plans to construct the bench himself. It would be made out of treated wood or a wood-type material with no back. He would need to check with the County Water Authority (because it would be on their easement) and with the adjacent neighbors. Will come back next month with more information.

E. Commercial Vehicle at 12965 Camino Ramillette – Karen Wiley reported that the vehicle has been removed.

NEW BUSINESS – None.

With no further business to be brought before the Board, the meeting adjourned at 10:59 a.m.

Respectfully submitted,

Wendy DeVuyst,

Recording Secretary

NEXT BOARD MEETING: Wednesday, May 20, 2009 at 10 a.m.
