BOARD OF DIRECTORS MEETING
May 16, 2007
The Board of Directors Meeting of the Oaks North Marbella Homeowners Association was held on Wednesday, May 16, 2007 at the Oaks North Community Center, pursuant to the notice thereof sent to all Board members. It was determined that a quorum was present and the meeting was called to order by the President, Karen Wiley at 10:00 a.m.
Directors present: Karen Wiley, Maurice Nahum, Larry Allen, Marilyn Tipler, and Jim Coote (arrived late).
Also present: Chon Campillo (US Lawns), and Wendy DeVuyst.
MINUTES OF PREVIOUS MEETINGS
A motion was duly made by Marilyn Tipler and seconded by Larry Allen to approve the minutes of the previous Board meeting of 4/18/07 as written. Motion carried.
MEMBER PARTICIPATION - None
COMMITTEE REPORTS:
A. Maintenance … Karen Wiley
C. Long Range Planning Committee
A. A letter dated 4/20/07 was sent to the owner at 12985 Ave. Marbella about trash cans being left out for several days. A reply letter dated 4/26/07 was received and the owner explained that she is out of town several days a week and that her son takes care of the trash cans. Discussion.
FINANCIAL REPORT … Maurice Nahum
A. Financial Statement - The Board reviewed and approved the financial statement ending 4/30/07. We are under budget year-to-date by about $4300.
UNFINISHED BUSINESS
A. Oaks North Community Center Architectural Review Committee (ONCC-ARC) – Larry Allen reported that the ARC is working to update guidelines with regard to view issues. He will provide the Board with a draft of the revised guidelines for them to review prior to submission to the ONCC Board for final approval. Discussion on painting of wood fences. This is a requirement of the ARC. Mr. Allen will also contact the City of Poway regarding the additional post by the Winery that they were to install.
B. Slope Maintenance by Owners – Karen Wiley reported that she will follow up after 5/31/07, per the article we put in the last newsletter.
C. Street Repair - Maurice Nahum will follow up with the City.
D. Yard Maintenance at 12975 Ave. Marbella – Marilyn Tipler reported she spoke with them and they did fix the front yard irrigation. Yard still needs to be mowed on a regular basis. Discussion. Will wait on this matter to see if the owner does the needed work. Also, discussion on the weeds at 12965 Marbella.
E. Nominating Committee Report – Jay Riesenberg and Marilyn Tipler are serving on the Nominating Committee. Ms. Tipler will talk with Donna Meyer about serving on the committee as the third member.
F. 13348 Corte de Comares – Marilyn Tipler took a complaint form to the owner complaining about these trees.
NEW BUSINESS – None.
With no further business to be brought before the Board, the meeting adjourned at 10:56 a.m.

COMMITTEE REPORTS:
A. Maintenance … Karen Wiley
- Punch List – New list presented. Problem with gophers again. US Lawns has set traps. There are a lot of brown areas in the lawns. US Lawns will increase the water and check the coverage by the sprinkler heads. They will also aerate those brown areas in the turf.
- Entry Plants – We received a complaint regarding the appearance of the entry plantings. The Lantana is coming back at the entry, but the plants still do not look good. Ms. Wiley will meet with Greg Weiland and Chon of US Lawns to come up with some ideas to improve the appearance of the entry plantings.
- Proposals for New Edging for Planters – Board tabled this matter for now.
- Italian Cypress in Common Area – These were planted in the Common Area many years ago by the homeowner and have been maintained by the Association. The Board would like to remove these plants. The homeowner who installed them has sold is home and is moving. Discussion on removing these plants once the homeowner has moved out. Larry Allen will attempt to notify the buyer about the removal of these plants so that it does not come as a surprise.
- Status of Entry Lighting – Jim Coote reported that there are 2 lights out. Also will check the timer to see when the lights are coming on at night.
C. Long Range Planning Committee
- Ballot for CC&R Amendment – To date we have received 156 ballots. Discussion. The ballots will be counted at the June Board meeting.
