COMMITTEE REPORTS:

A. Maintenance … Karen Wiley

· Punch List – Everything from last month was completed. A new list was given to US Lawns with just a few items.

· Fire Damage to Landscaping – Waiting to complete the replanting of the trees in the Citrus grove until April, after the frost danger has passed.

· Irrigation Water Bill – Monitoring water very closely. Water was on for a few days last week, but it is off now. We are doing periodic readings on one meter that was very high. San Diego Water came out and checked the meter and did not find a problem.

· Entry Color – New color was installed last month at no charge. US Lawns changes out the entry color twice a year at no charge, as a part of their contract.

· Status of Entry Lighting – Jim Coote reported he had to replace six light bulbs. Still working on keeping water out of the fixtures. Need to change timer when daylight savings happens next month.

B. Communications/Newsletter – Newsletter to go out this month along with the audit.

C. Long Range Planning Committee

  • Revisions to CC&R’s – The Board members read through the revised CC&R's. Discussion. Motion by Marilyn Tipler and seconded by Maurice Nahum to approve the revised CC&R's and mail for a vote of the members. Motion carried.

home on that lot must be submitted to the Board within 90 days from the close of escrow and provided information on the type and style of house that would be approved.

B. A letter dated 2/14/08 was received from Kenneth Dillard (18032 Via Rota) expressing his concern over the type of home to be rebuilt on the lot near home where the home was lost in the fire. A reply letter will be sent explaining that the rebuilt home must be the same size and have the same exterior appearance as the original home.

FINANCIAL REPORT … Maurice Nahum

A. Financial Statement - The statement ending 1/31/08 was reviewed and approved. We are $2252 under budget.

B. Delinquent Accounts – There is one delinquent account at this time.

C. Approve Audit Report – Discussion. A motion was duly made by Maurice Nahum and seconded by Jim Coote to approve the audit report and mail to all owners. Motion carried.

UNFINISHED BUSINESS

A. Oaks North Community Center Architectural Review Committee (ONCC-ARC) – Karen Wiley has been attending the meetings. There have been 4 requests this past month. The ARC did not have the revised paint colors for Marbella in their files. Ms. Wiley asked Jim Coote to check with the Community Center to make sure they have all the information.

B. Rebuilding of Homes and Sale of Lots in Marbella - Scott Sandstrom of Newpointe Communities has purchased one lot and is working to acquire two others on Corte de Aceitunos. He reviewed the preliminary plans he submitted to the Board. He will be submitting the complete plans to the ARC for final approval. He assured this Board that the exterior appearance of the homes will match the appearance of the other homes. They would like to rebuild the Plan 3 on all 3 lots, which is a change to the middle lot. The Board did express concern that the facade on all three would be different. Mr. Sandstrom agreed that they would use the different facades on the original plans. Construction time is about 6 to 8 months. The Board has no objection to this plan, but will require a written request for any change in size of model of home. Larry Allen asked that the owner of Lot 33 be apprised of the proposed changes and sign off on them.

Marjorie Rohan was here to thank the Board for all their work on this matter.

C. Construction Traffic Through Marbella – Larry Allen reported that the Traffic Committee seems to be handling this issue very well.

D. Insurance Renewal – The policy premium was revised down to $4652 from the original quote of $5096. This amount was paid and the policy renewed on 2/1/08.

NEW BUSINESS

A. Marbella Directory – All the revisions have been completed. We are putting one last notice in the newsletter. Estimated cost to print up 220 of the directories will be about $330, plus the cost of postage and envelopes to distribute them. A motion was duly made by Marilyn Tipler and seconded by Jim Coote to approve up to $500 to print and distribute the new directory. Motion carried.
